Going by the label you would draw 20 units — which from this vial is actually 5.21 mg, not 5 mg.

1. The vial holds dry powder: 52 mg of GHK-Cu, as weighed.
2. Water spreads that powder evenly through the liquid: 52 mg ÷ 2 ml = 26 mg per ml.
3. An insulin syringe counts in units, 100 to the ml, so each unit carries 260 mcg.
4. Your dose divided by that: 5 mg ÷ 260 mcg = 19 units.

The water changes how many units a dose takes, never how much peptide you get. Twice the water means twice the units for the same dose. What sets the dose is how much is in the vial — which is why the measured amount matters.
